Willard Highest & Best Use Study 

Overview

Following a competitive Request for Proposals process, the Seneca County IDA selected Rochester-based MRB Group in March 2023 to complete a Highest & Best Use Study of the Willard Campus to guide the community through the process of evaluating future uses and redevelopment opportunities for the site. As part of this study, the MRB team conducted demographic and economic analyses, assessed the current condition of the buildings and infrastructure on the site, gathered input from local stakeholders, and developed a concept master plan that will help to communicate the community’s vision for the campus. The ultimate goal is to better understand the feasibility of various uses at the site, as well as the most logical path forward for its redevelopment. The final draft of the study was completed in December 2023.

Public Engagement Session #1

Seneca County IDA, the Willard Task Force and the MRB team held the first public input session to engage the public regarding their ideas for the future of the Willard campus on July 10, 2023. Documents provided at the session can be found via the links below.

Final Presentation

The Seneca County IDA, Board of Supervisors, and Chamber of Commerce came together to host the final presentation of the Willard Highest & Best Use Study on November 13, 2023. The MRB team presented the results of their work and recommendations for next steps toward the redevelopment of the Willard campus. Public Engagement Session #2

The MRB team presented the draft conceptual site plan for the Willard campus based on the results of their market analysis, architectural and engineering review, and public input received thus far during a public meeting and open house on October 2, 2023.
